Business Technology Integrators (BTI) is seeking a Business Analyst to elicit, analyze, document, and validate functional and non-functional requirements for the EFAST2 system across the full lifecycle of the modernization effort—from Transition-In discovery through Core Development, Integration, Go-Live, Hypercare, and into steady-state Operations and Maintenance. The BA will lead discovery activities, facilitate knowledge-transfer with the incumbent contractor, capture existing functionality, clarify undocumented requirements, and identify gaps between current capabilities and government objectives. The BA will collaborate with the Project Manager, Technical Lead, UI/UX Specialist, and Product Owner to build and continuously refine the product backlog so that user stories are prioritized by business value and include complete, testable acceptance criteria. The BA will review wireframes and UX mockups against requirements, participate in sprint reviews and UAT, maintain end-to-end requirements traceability (Roadmap - User Stories - Tasks - Test Results), and serve as the liaison between EBSA/OCIO business stakeholders and the development team for the life of the contract. Required qualifications include a bachelor's degree in business, information systems, computer science, or a related field; at least 6 years of experience in business analysis for IT applications; at least 3 years in Agile/Scrum; experience with Jira, Confluence, and SharePoint; knowledge of federal IT development processes including Section 508; and experience translating regulatory requirements into fun
