Project Manager II – Facility Planning is responsible for directing construction, modernization, rehabilitation, maintenance, and related projects for the Housing Authority of Baltimore City (HABC). Under general supervision, the role may include supervising a technical staff, administering contracts, designing mechanical and other systems, directing engineering surveys, and attending community, RAB, and other meetings to discuss modernization programs. The position requires knowledge of mechanical, electrical, structural/civil, or architectural design and contract administration practices in accordance with HABC and HUD policies. Proficiency in producing AutoCAD and Revit drawings (versions or later), knowledge of furniture systems, fire evacuation planning, ADA regulations, moving plans, and coordination with landlords is essential. Duties include producing plans, developing specifications, managing bid processes, reviewing contracts, and monitoring project progress with HUD; designing and developing piping, boiler, heating and cooling systems; coordinating staff and scheduling; reviewing technical documents; conducting engineering surveys; evaluating energy consumption and implementing conservation measures; representing HABC in meetings with City, State, Federal agencies, utilities, and other stakeholders; and staying informed about new technologies and regulations affecting operations.
