Responsibilities include collecting requirements, preparing scopes of work, conducting market research, and developing sole-source justifications. The role supports the Contracting Officer and COTR with acquisition planning, execution, and administration; conducts pre-bid and pre-construction site visits; reviews technical solicitations, proposals, quotes, and proposed change requests.
