Overview: LTS seeks an experienced Lead Functional Business Analyst to lead and mentor a team of Business Analysts supporting a major AI modernization initiative within the Department of Veterans Affairs health portfolio. This role owns the business analysis practice, processes, and quality standards across the program, spanning business process analysis, requirements strategy, stakeholder engagement, and modernization efforts for mission-critical healthcare systems serving Veterans nationwide. The Lead Functional Business Analyst will reverse-engineer legacy VistA/MUMPS Prosthetics functionality to extract and validate business rules, while coaching analysts to apply human-centered design principles to improve current-state behavior rather than simply replicate it. You will collaborate with government stakeholders, product owners, architects, the Governance & Architecture layer, and the BA team to translate current-state functionality into well-governed, user-validated requirements.
