NOIRLab is seeking a Program Financial Analyst to partner with program and service leadership in delivering end-to-end financial planning, analysis, reporting, and compliance support. Reporting to the Associate Director of Administration, the analyst will help manage a portfolio with an approximate annual budget of $116M across five programs and four service areas in a matrix organization. Responsibilities include serving as the primary financial partner to program and budget managers, developing and maintaining metrics and dashboards, leading financial support for the annual Program Operating Plan, and assisting with quarterly and annual external reports to NSF. The role involves budgeting using bottom-up methodologies, producing in-year and multi-year forecasts, maintaining workforce plans, and translating technical scope into fully costed labor and non-labor budgets. Additional duties include preparing compliant budgets for new funding opportunities, designing new financial reports, and ensuring compliance with NOIRLab, AURA policies, OMB Uniform Guidance, FAR, and CAS. The analyst will collaborate with CAS, PMO, and other finance teams to improve reporting capabilities and support cross-functional initiatives. Requirements include a Bachelor’s or Master’s degree in Finance/Accounting/Business, at least 4 years of FP&A experience, proficiency with ERP systems (e.g., SAP, Deltek Costpoint, Oracle, Sage), and advanced Excel skills. Preferred qualifications include an MBA or similar, experience with Deltek Costpoint and Cognos BI, data tools (Access, SQL, Business Objects),
