Wharton-Smith is seeking a Civil Recruiter to lead full-cycle recruiting for civil, utilities, and water/wastewater construction roles. The recruiter will partner with hiring managers and senior leaders to support strategic hiring across field operations, project management, engineering, and corporate functions. Responsibilities include managing full-cycle recruiting for positions such as Project Engineers, Superintendents, Project Managers, Estimators, and skilled craft professionals within water/wastewater projects; developing targeted sourcing strategies using job boards, networking, industry associations, and direct outreach; building and maintaining a strong pipeline of qualified candidates; conducting screenings, interviews, and assessments to evaluate technical qualifications, cultural fit; coordinating interview processes; leading offer negotiations and closing candidates; tracking activity in the ATS; providing market insights on talent availability and compensation trends; representing the company at career fairs, industry events, and college recruiting initiatives; and supporting employer branding to position the company as a top employer in civil construction.
