New York City Emergency Management (NYCEM) is seeking a Resiliency Operations Program Manager to lead emergency operational planning and coordinate flood protection initiatives. Reporting to the Director of Resiliency Implementation, the role focuses on reducing storm surge risk and deploying flood protection infrastructure through the Interim Flood Protection Measures (IFPM) program and neighborhood-scale coastal resiliency projects. The Resiliency Operations PM will coordinate with city partners and agencies, supervise a Resiliency Operations Specialist, and work with GIS, meteorology, and Critical Infrastructure units to align climate resiliency with emergency management. Responsibilities include managing IFPM site planning, scheduling, budgeting, and vendor coordination; supporting planning and preparedness activities; providing deployable flood protection guidance; updating storm surge risk mapping tools; and producing project documents (schedules, plans, presentations, minutes, and reports). The position requires on-call EOC participation during coastal storm activations and may require non-business hours. Funding is provided through a federal Urban Area Security Initiative (UASI) grant through 8/31/2027 with possible extension. Candidates must be authorized to work in the United States without employer sponsorship. The selected candidate will be in-person in the NYCEM office three days per week, with exceptions for extenuating circumstances. A separate cover letter is requested in the application portal.
