Omilia is seeking an experienced professional to oversee the daily governance of the CTO delivery function. The role ensures work entering the CTO teams is ready, flows predictably, and governance frameworks are applied and kept current. It covers two areas—demand and delivery governance—and process design and governance frameworks, surfacing signals that enable action. The role does not manage people, make technical decisions, or set priorities; the value lies in flow, standards, and clear signal. This is a hands-on operational mandate reporting to the Director of CTO Delivery Operations and working with other managers to share the workload across both areas. The goal is to uphold standards across boundaries without line authority, make the metrics public, and bring proposed fixes, not just alerts, to the Director. Core responsibilities include running the Definition of Ready as a gate and returning requests that are not ready with what is missing; leading alignment forums where incoming demand is shown against commitments and capacity to surface conflicts before they hit teams; enforcing the Swap-Out Rule; tracking intake health metrics such as rejection, rework, and collision rates; tracking delivery health per cycle including commitment, slippage, carry-over, scope change, cycle time and lead time, and publishing them as the single source of truth; surfacing at‑risk commitments early and forcing trade-offs before the deadline; conducting post‑cycle reviews and feeding findings back into intake quality and estimation; documenting and maintaining governance frameworks and
