Program Manager SME – Special Projects is responsible for providing strategic guidance, technical direction, and subject matter expertise to develop and implement improvements across the Test Management Group (TMG) portfolio of flight test programs. The role researches, advises, recommends, develops, and implements technical and process solutions to enhance the organization’s project management in the areas of business information, processes, training, and data analysis. It requires exercising high levels of originality and sound judgment to address complex flight test project management challenges and to develop new techniques and methods. Key duties include conducting extensive analyses, establishing business standards to address forecasted trends, and developing roadmaps and implementation plans that enable rollout of updated processes, applications, tools, and training across the organization. The role participates in requirements, cost, schedule, risk, and deliverables for Statements of Capability to support flight test programs; improves existing processes or creates new procedures, policies, tools, and user interfaces with training. It also involves data analysis to measure project performance against baselines and to produce leadership indicators and reports; designing improvement options and implementation roadmaps; assessing risk and mitigations; ensuring solutions are functional and supportable by flight test organizations; guiding interfaces with new technology and procedures; and leading or participating in working groups and technical meetings on and off site,
