Overview: The Executive Program Manager serves as the prime contractor's single point of accountability for a multi-site NAVAIR contract. This role directs all contract performance—cost, schedule, technical, quality, and workforce—across NAWCWD aircraft IPTs and related Program Support Offices at China Lake, Detachment Eglin, and Edwards AFB. The PM maintains the customer relationship with the Contracting Officer, Contracting Officer's Representative, and Technical Points of Contact; leads task order capture, execution, and closeout; and directs the PMO functions (Contracts/Subcontracts, Finance, Security, HR/Workforce) that enable technical performance. This is an Indirect Key Personnel role burdened through overhead or G&A per the offeror's approved cost structure.

Contract & Customer Management: Serve as the prime contractor's single authoritative representative to the Contracting Officer, COR, and Program Office across all aircraft IPTs; Direct task order capture, negotiation, execution, surveillance, and closeout across the full IDIQ portfolio; Ensure contract compliance with FAR, DFARS, agency supplements, and CDRLs; Lead program reviews and rapid notification protocols for performance issues; Direct workforce and subcontractor management to support program objectives.
