HealthPartners is seeking a Senior Technical Business Analyst to support HealthPlan Systems within the Health & Care Engagement Technology (HCET) team. The Analyst collaborates with business and technical partners to analyze requirements, design technical solutions, coordinate system integrations, and provide day-to-day application support for Health Plan operations. This role focuses on care and utilization management, data interoperability, analytics, and document management, and contributes to platform upgrades and modernization initiatives across HealthPartners’ health plans. Reporting to the Manager of IT Health Plan Systems, the position joins a collaborative team of eight professionals, including analysts, developers, engineers, and a Scrum Master. Core responsibilities include gathering and translating business requirements into effective technology solutions; preparing system designs and specifications; diagnosing and resolving system issues; coordinating changes and releases; managing large projects and cross-functional resources; developing interfaces and data flows; creating documentation and user manuals; and supporting third-party applications and auditors. Required qualifications include a Bachelor’s degree or equivalent, six years of IT analysis and technical design experience, three years of project management experience, two years of experience with Oracle (PL/SQL, SQL) or Microsoft SQL Server, two years of Agile experience with tools such as Jira, ServiceNow, Azure DevOps, strong Microsoft Office and documentation skills, and the ability to participate in
