Proserv Operations, LLC is seeking a Project Portfolio Program Manager for a subsea oil and gas portfolio based in Houston, Texas. This on-site position leads the full project lifecycle from contract handover through engineering, procurement, fabrication, assembly, testing, and offshore delivery. You will establish and implement a Project Execution Plan (PEP) with objectives, milestones, deliverables, and success criteria aligned with client expectations, and ensure that Category 2 and 3 projects have robust risk and change management systems. You will build and lead a multi-disciplinary project organization, assign clear roles, secure adequate resources, and enable efficient decision-making throughout delivery. Responsibilities include financial management (cost modeling, forecasting, variance analysis, cash flow), risk, change, and quality management, progress reviews, and reporting using KPIs to monitor schedule, budget, and quality. You will oversee technical delivery and compliance with engineering standards and applicable codes (IEC 61508/61511 SIL 3; NFPA70/Nec500), provide oversight on functional safety and validation activities, and coordinate internal engineering, procurement, production teams alongside subcontractors and vendors to ensure timely, integrated delivery. You will manage contractual and commercial obligations, including change notifications and variant management, and deliver transparent updates to senior management and clients.
