Overview: The New York City Department of Health and Mental Hygiene (NYC Health Department) invites applications for an HR Operations Data Analyst in the Bureau of Division Management & Systems Coordination (DMSC). This cross-functional role provides professional consultative and administrative social science research work in workforce analytics and supports the development and maintenance of tracking systems to ensure quality assurance of Human Resources processes, training compliance, and professional development travel requests. Responsibilities include centralizing HR processes across divisions, reviewing workflows, and recommending streamlined cross-divisional procedures; identifying opportunities to improve data management and reporting, and developing tools to support proactive decision-making within the HR unit; conducting qualitative and quantitative analyses to assess HR capacity and performance; supporting HR research on division-wide issues such as salary parity and personnel actions, and assisting with evaluation and approval of personnel actions submitted by bureaus; performing analyses of divisional compliance with agency indicators (mandatory trainings, performance evaluations, tasks and standards) and supporting OARS submissions by gathering information and coordinating with bureaus; maintaining Divisional Admin Bureau Org charts and assisting with Travel Desk processes. Preferred qualifications include experience recruiting, screening resumes, leading hiring panels, and providing data-driven hiring recommendations; experience with HR systems such as PATS,
