GovCIO is hiring a Scrum Master to support the EPA Office of Information Technology (OIT) contract needs. This fully remote position is based in the United States. The Scrum Master will gather business and user requirements, translate them into user stories, and help develop and deliver platform functionality. Responsibilities include eliciting requirements from stakeholders, creating and refining the product backlog with the Product Owner, facilitating Agile ceremonies (sprint planning, daily stand-ups, sprint reviews/demos, retrospectives, and backlog grooming), and ensuring transparency of progress using Jira. The role will coordinate with Scrum Team, Designers, and Developers, manage velocity, and support QA/testing activities as needed. It will also oversee the integration of business and system requirements, support incremental low-code development (PowerApps and SharePoint), and ensure changes are properly documented and approved. Qualifications: Bachelor's degree with 12+ years of experience (or commensurate); minimum 5+ years as a Scrum Master with SAFe Agilist certification; proven ability to facilitate discussions, resolve conflicts, and work across diverse systems; experience with agile tools (Jira, ServiceNow); strong verbal and written communication; US Citizenship required for EPA Public Trust clearance. Experience with government clients is preferred.
