Durham County Government is seeking a Behavior Health Program Manager to lead the Substance Treatment and Recidivism Reduction (STARR) program within Justice Services. Under the direction of the JSD Clinical Services Manager and the JMH Mental Health Program Manager, the manager will organize and supervise the clinical work of STARR staff, maintain professional relationships with detention facility administration, medical staff, and community providers, and ensure quality and continuity of care for clients. The role includes providing professional consultation to legal and detention staff for detainees showing symptoms of substance use disorders, conducting mental health and substance use disorder assessments to determine appropriate levels of care, and developing comprehensive case plans to integrate jail-based and community-based care when psychotropic medications or MAT are warranted. The manager will supervise, support, and guide STARR Counselors as appropriate.
